I switched wireless networks and re-downloaded and the file extracted properly.

However if I use the unzip command downloaded via fink (meaning this is a command line commmand) swbinunzip file.zip it works just fine.

The native version usrbinunzip file.zip also works (so you dont need fink).

Either this file is not a zipfile, or it constitutes one disk of a multi-part archive.
